Naval Air Station Whidbey Island
Community Noise Mitigation Program

Enables Oak Harbor Public Schools to undertake the installation of noise mitigating insulation at Oak Harbor Elementary School, Washington that is impacted by fixed-wing military aviation noise from Naval Air Station Whidbey Island. The school serves over 390 students, with more than 40 percent (156) being military-connected students. The project will significantly reduce the noise impact on the affected school, maintain quality education facilities that support military families and the installation mission, and potentially lessen the need for deviations to military training routes due to noise complaints, thus aligning with the SECDEF priority of ensuring the readiness and lethality of our warfighter and installations.

Enables Colorado Springs Utilities to remove overhead power lines between two substations at the U.S. Air Force Academy and replace them with underground 34.5 kV lines, improving the reliability of electrical and water systems, eliminating a major source of spark-ignition to mitigate wildfire risks, and eliminating the risk of damage and power outages during high winds and snowstorms. The project ensures the protection of critical infrastructure and mission readiness of the 21,208 military personnel and their families on the installation. Fiscal Year 2024 Award

Enables the City of Copperas Cove to construct roadway improvements to alleviate traffic congestion that inhibits both public safety and anti-terrorism force protection capability at the main gate, supporting an installation population of 73,359. The project will facilitate more rapid force deployment and mobilization of materials by diverting operational and commercial traffic away from the main gate, thereby improving mission readiness and support for Southern border operations. Enables the El Paso Water Utilities Public Service Board to replace the McCombs Wells water collector line which provides 100 percent of the McGregor Range water supply, ensuring a critical water supply for training exercises, improving readiness and fire suppression, and preparing warfighters to defend our homeland as well as the availability of the range for missile defense system testing, such as for a Golden Dome system.
