Enables the Altus Public Schools to construct the new L. Mendel Rivers Elementary School in response to condition and capacity deficiencies as prioritized by the Secretary of Defense Priority List for the Public Schools on Military Installation Program. This school, when complete, will support the education of approximately 600 military-affiliated children annually.

Enables the North Central Texas Council of Governments, in partnership with White Settlement Independent School District to undertake the installation of noise mitigating insulation at White Settlement Transition Center, Texas impacted by fixed-wing military aviation noise from Naval Air Station Joint Reserve Base Fort Worth. The installation is the home of the 301st Fighter Wing and location of the final assembly and checkout facility for the F-35 and the project will significantly reduce the noise impact on the affected school and lessen deviations to military training routes due to noise, supporting the Secretary of War's priority of ensuring the readiness and lethality or our warfighter and installations.

Enables the Patrick Leahy Burlington International Airport to undertake the installation of noise mitigating insulation in approximately 58 residences impacted by fixed-wing military aviation noise from Fresno Air National Guard Base. The project will significantly reduce the noise impact on the affected homes and potentially lessen deviations to military training routes, due to noise, that are utilized by the 158th Fighter Wing, which transitioned to the F-35A in September of 2019, supporting SECDEF priority of ensuring the readiness and lethality or our warfighter and installations.

Enables the Fresno Yosemite International Airport to undertake the installation of noise mitigating insulation in approximately 34 residences within the City of Fresno, California impacted by fixed-wing military aviation noise from Fresno Air National Guard Base. The project will significantly reduce the noise impact on the affected homes and potentially lessen deviations to military training routes, due to noise, that are utilized by the 144th Fighter Wing, which operates the F-15C Eagle, supporting SECDEF priority of ensuring the readiness and lethality or our warfighter and installations.

The United States Air Force Academy, CO is completing the design of Douglass Valley K-8 School as part of the Department of War Public Schools on Military InstallationsProgram. Douglass Valley K-8 School was designed using over $3.1M in DOD PSMI funding while leveraging over $770K in non-federal matching funds contributed by non-DOD sources, in response to SECDEF priorities by supporting the readiness of our warfighters and their families. The school design is intended to benefit over 320 students, while vastly improving the military family quality of life and enhancing lethality and readiness by improving the retention rates at the United States Air Force Academy.

Enables the City of Abilene to conduct an assessment of the effects from extreme weather events on off-post infrastructure that could impact the mission readiness of Dyess Air Force Base. This effort supports the Secretary of War's priorities by ensuring the lethality of the installation, as one of only two B-1 Lancer strategic bombardment wings, to deliver massive quantities of precision and non-precision weapons against any adversary, anywhere in the world, at any time.
