This supplemental funding supports the original project to enable the Southern Indiana Development Commission to undertake a resilience planning effort to identify regional solutions to readiness risks and housing constraints for the community surrounding Naval Support Activity Crane and Lake Glendora Test Facility in Southern Indiana. The review will identify and assess shared critical infrastructure in partnership with local emergency response personnel, to include conducting a tabletop exercise. Army Garrison Hawaii

Enables the United States Army Garrison Hawaii and the State of Hawaii to partner with the University of Hawaii to plan the necessary development of a Biocontrol Facility to reduce the presence of non-native species that increase wildfire risk and negatively impact United States Army Garrison Hawaii readiness on the island of Oahu. The study and feasibility analysis for the Biocontrol Facility expands upon the efforts of the state and a broad coalition of agencies in Hawaii to curtail the prevalence of flammable vegetation that have taken United States Army Garrison Hawaii training areas and ranges completely offline, impacting core readiness for Joint Forces and surrounding community members. This effort enhances the mission readiness of Oahu training lands, modernizes the installation and community plans for vital infrastructure protections, and matches threats with capabilities. Naval Support Facility Indian Head

Enables the Town of Indian Head, in coordination with Naval Support Facility Indian Head, to analyze transportation along the Maryland Route 210 corridor and identify ways to improve safety and efficiency, including preventing gate-runners from driving through the installation main gate without authorization, which is a clear national security threat. Naval Support Facility Indian Head is home to a range of diverse missions that include energetics research, development, and testing as well as explosive ordnance program support that require secure and safe installation access. The end product will be an implementation and cost analysis strategy, including financing opportunities and recommendations, conceptual planning of alternatives, an emergency preparedness tabletop exercise, and a communication plan. Portsmouth Naval Shipyard

Enables the Southern Maine Planning and Development Commission to partner with the Town of Kittery and Portsmouth Naval Shipyard to carry out transportation and workforce housing recommendations from the 2019 Joint Land Use Study to reduce the impact of civilian encroachment on shipyard readiness. Portsmouth Naval Shipyard's primary mission is the overhaul, repair, and modernization of Los Angeles-class and Virginia-class submarines. The effort will result in a Transportation Demand Management Plan to reduce shift-change traffic congestion – a problem that has negatively impacted shipyard worker retention. Growing and retaining the ship maintenance workforce by improving quality of life advances the Department of War's priority to revive the maritime industrial base and accelerate the maintenance of ships key to our warfighting goals. Enables the State of Maryland, in close coordination with military installations and local jurisdictions, to undertake an installation readiness planning effort to integrate cross-sector stakeholders such as engineers, emergency managers, transportation experts, and community planning professionals that will enhance local responses to extreme weather conditions. Maryland hosts 11 installations with approximately 94,000 warfighters engaged in critical missions utilizing artillery ranges, special-use airspace for rotary and fixed-wing aircraft, and unique specialty facilities. This effort develops an interconnected framework to plan and prioritize projects beyond the capacity of local jurisdictions to ensure the continuity of Department of War and installation mission assurance capabilities and readiness across the state. Enables Miami County to undertake an installation readiness planning effort to identify electrical and stormwater risks and solutions that constrain the operations at Grissom Air Reserve Base in north central Indiana. The review will identify necessary actions to enhance and fortify critical electrical and stormwater infrastructure, concluding with a tabletop exercise focused on electrical risk to mission assurance. Enables a critical assessment of regional flood risks for Macomb County, Oakland County, Detroit Arsenal, Selfridge Air National Guard Base, and other partners in southeastern Michigan. The collaborative effort will produce a comprehensive understanding of flood risks in the Red Run Drain watershed, yield new models and risk assessments in a hydrology and hydraulics study, improve coordination among key stakeholders, and establish a prioritized set of infrastructure improvement recommendations to ensure Detroit Arsenal and Selfridge Air National Guard Base are able to execute SECDEF's priorities to defend the homeland and conduct training activities that ensure we have strongest fighting force in the world. Fort Stewart/Hunter Army Airfield

Enables the University of Georgia, in partnership with Fort Stewart/Hunter Army Airfield, to conduct an installation readiness planning study to identify flood threats and develop strategies to protect vital community infrastructure. Fort Stewart is the Army's Premier Power Projection Platform on the East Coast, and Hunter Army Airfield can deploy any number of soldiers and equipment on the largest aircraft the Army has to offer within 18-hours for worldwide contingency efforts. This effort addresses access to entry control points on both installations and enhances Joint Force mission readiness by assessing the prioritization for cross-sector response and protection of civilian infrastructure providing critical water, transportation and health services to the installations.
