Enables the Town of Indian Head, in coordination with Naval Support Facility Indian Head, to analyze transportation along the Maryland Route 210 corridor and identify ways to improve safety and efficiency, including preventing gate-runners from driving through the installation main gate without authorization, which is a clear national security threat. Naval Support Facility Indian Head is home to a range of diverse missions that include energetics research, development, and testing as well as explosive ordnance program support that require secure and safe installation access. The end product will be an implementation and cost analysis strategy, including financing opportunities and recommendations, conceptual planning of alternatives, an emergency preparedness tabletop exercise, and a communication plan. Enables the Town of Middletown, in partnership with the City of Newport and Town of Portsmouth and Naval Station Newport, to conduct a three-part study to assess transportation challenges, water and sewer capacity, and encroachment threats. These efforts seek to minimize encroachment, while ensuring continuity of essential services for the three host communities and mission assurance for Naval Station Newport, the Navy's premier site for training and educating officers, officer candidates, senior enlisted personnel and midshipman candidates, as well as the evaluation of advanced undersea warfare and development systems. Enables the City of Altus, along with regional partners near Altus Air Force Base, to undertake an installation readiness planning effort to assess and address vital infrastructure, energy availability and backup power sources, and critical load management in southwest Oklahoma that service integrated industrial controls and utilities for the installation and community. This effort reinforces U.S. global force projection, and mission readiness by bolstering Altus Air Force Base's capacity to train over 2,000 U.S. Total Force and Allied warfighters annually on Air Mobility, Rapid Deployment, and Next-Generation Aerial Refueling. Enables the Development Authority of the North Country, in coordination with Fort Drum, to develop designs to address critical defects in the physical integrity of a water pipeline. The pipeline is the primary water source for Fort Drum, which provides training and deployment capabilities for 10th Mountain Division and the 34,000 military, civilians and dependents who work and live on the installation. Addressing the vulnerabilities of this important water pipeline will strengthen the readiness of the base and ensure the resident warfighters can effectively train and rapidly deploy. Enables El Paso Water to partner with Fort Bliss to build upon previous planning efforts to identify and implement findings that enhance vital civilian infrastructure critical to water security in the community and mission readiness at the installation. This design and implementation project supports necessary improvements to the Grouse Lift Station, a critical link in the utility infrastructure that provides wastewater service to Fort Bliss – bolstering system reliability and contributing to uninterrupted mission performance for the 1st Armored Division, 32d Army Air and Missile Defense Command, and Joint Modernization Command. This effort enhances mission-critical plans to address stormwater flooding, wastewater service, and drinking water reliability for an installation boasting the largest military maneuver area in the continental United States and demonstrates continued support of our warfighters and their families. Enable the Anchorage School District to address condition and capacity issues at Ursa Major Elementary School at Joint Base Elmendorf-Richardson by designing and demolishing the existing school as part of the Department of War Public Schools on Military Installations(PSMI) Program. The project will directly benefit more than 540 military-connected students, while improving military family quality of life and enhancing the lethality and readiness of Joint Base Elmendorf-Richardson. Fort Cavazos

Enables the City of Copperas Cove, in coordination with Fort Cavazos and regional communities, to assess the cost and feasibility of moving the Clarke Road Gate to mitigate encroachment on the deployment mission of Fort Cavazos, primarily the wait time for commercial vehicles accessing the installation. It will also develop feasibility options for a Joint Use Intermodal Facility to increase deployment and mobilization capability by rail to ports on the East and West Coast during training and mobilization missions. The feasibility analysis will assist Fort Cavazos and its regional partners in development of a robust and secure transportation network to move troops, equipment and supplies in a national emergency. These efforts will improve Fort Cavazos force projection, which is the only installation in the U.S. capable of stationing and training two armored divisions. Fiscal Year 2024 Award

Seymour Johnson Air Force Base

Enables the City of Goldsboro in North Carolina to execute a flood mitigation study of the Goldsboro Wastewater Treatment Plant to fully assess the plant's flood risks and mitigation options. Seymour Johnson Air Force Base relies on the public Goldsboro Wastewater Treatment Plant as its sole treatment facility. With the increased threat of flooding, the wastewater treatment systems are susceptible to damage that could cause contamination on installation and system failure. The study will develop concepts for facility improvements and/or relocation. Establishing a plan to fortify wastewater efforts in the area will support installation readiness and mission assurance to secure ongoing operations and training of the 4th Fighter Wing, which accomplishes operational and training missions with F-15E Strike Eagles, and the 23d Air Task Force, one of the Air Force's newest deployable capabilities focused on Great Power Competition. Enables Miami County to undertake an installation readiness planning effort to identify electrical and stormwater risks and solutions that constrain the operations at Grissom Air Reserve Base in north central Indiana. The review will identify necessary actions to enhance and fortify critical electrical and stormwater infrastructure, concluding with a tabletop exercise focused on electrical risk to mission assurance. The project will result in a prioritized implementation plan for both infrastructure systems to support the installation, increase readiness and defend the homeland. Fiscal Year 2024 Award

Enables the City of Fort Smith, in coordination with Ebbing Air National Guard Base and the surrounding metropolitan area, to study installation readiness and land-use compatibility. The new F-35 aircraft operations and associated population growth have placed unexpected demands on aging infrastructure and additional development may encroach on mission operations. The product will include recommendations to support planning and infrastructure actions to ensure long- term mission assurance for the four missions: Remotely Piloted Aircraft (MQ-9 Reaper); Intelligence, Surveillance, and Reconnaissance (Distributed Ground Station-Arkansas); Targeting (Space-Focused); and the new F-35 Foreign Military Sales Pilot Training.
