Enables the Empire State Development's Division of Science, Technology and Innovation (NYSTAR) to provide technical assistance to at least 12 small defense suppliers and early-stage defense-focused companies in defense dependent areas. Targeted assistance will cover training in advanced materials, technology, and efficient processes. Enables the University of Alabama - Huntsville Office for Operational Excellence to provide modernization assessments to defense suppliers in Mobile, Alabama and the surrounding area to evaluate companies' readiness to apply advanced technologies, identify gaps where these technologies could be utilized, evaluate the potential impact of adding technology, and provide training on technology adoption. At least 25 business participating will receive an introduction to advanced manufacturing and an additional 12 businesses will be provided in depth technical assistance. Enables the Douglas School District to undertake planning and design of new public services and infrastructure in order to properly support the current 1,100 military-connected students and build capacity for an increase of 3,000 service members and their families at Ellsworth Air Force Base--retaining airmen and their families assigned to the installation.
