Enables the State of Hawaii's Department of Hawaiian Home Lands to construct an emergency operations facility along with the necessary road work and utility work in support of Pohakuloa Training Area and USAG Hawaii. The installation and surrounding areas on the Island of Hawaii are prone to wildfires, earthquakes, hurricanes, and volcanic eruptions. Located on the Waimea Homestead, the emergency operations center will increase the capacity for Army personnel, first responders, and community members to maximize resources and coordination when responding to emergency situations.
