Enables the South Carolina Department of Employment and Workforce to implement a program to assist defense firms in obtaining cyber security compliance. The objective is to educate and provide technical assistance to defense firms in achieving compliance with DoD's new Cyber security Maturity Model Certification published in 2020. The project leverages the South Carolina Department of Commerce, and the South Carolina Manufacturing Extension Partnership to engage small and mid-sized defense firms with resources to assess their compliance and provide follow up assistance on any identified gaps. Enables the University of South Carolina, Beaufort to develop a strategic plan to establish a formal regional cybersecurity ecosystem. The plan includes securing Center of Academic Excellence status for the University of South Carolina, Beaufort and the Technical College of the Lowcountry. Together, the colleges will recruit qualified faculty; develop curriculum; and identify supporting infrastructure requirements. The grant will assist in incubating small cyber and technical businesses and provide transitioning military personnel with opportunities for education and work in the Beaufort region. Enables the North Central Texas Council of Governments to promote local planning and encroachment protection for the benefit of Naval Air Station Fort Worth, Dallas Army Aviation Support Facility, Fort Wolters, Camp Maxey, and the Eagle Mountain Training Center. The implementation effort focuses on the top priorities from the previous study to include addressing sound attenuation concerns; designating secure air space for unmanned aircraft systems; and providing relief of traffic congestion for base access. State of Texas (Killeen Research and Innovation Ecosystem)

Enables Texas A&M University, Central Texas, to initiate planning for the creation of a University Research Park in Killeen, TX, intended to accelerate the Army’s modernization efforts and increase talent development and entrepreneurial pathways. The research park will facilitate collaboration between university researchers, the private sector, and military entities such as the U.S. Army Operational Test Command and Army Futures Command and provide space for incubators to advance innovation driven skill sets. This project stimulates cooperation between statewide and local adjustment and diversification efforts making the industrial base more resilient to fluctuations in defense spending.

Enables the University of Utah to expand metal additive manufacturing capabilities (e.g., 3D printing) leveraging an intelligent cloud-based database produced during previous efforts. This project will connect Utah manufacturers to world-class additive manufacturing research; increase awareness for the technical and business aspects of metal additive manufacturing processes; and, package a workforce education program into a standalone, off-the-shelf service that can be leveraged by the Manufacturing Extension Partnership National Network to shorten product development cycles and bring defense technology to non-Defense related markets. Enables the Commonwealth of Virginia to protect critical state-wide military training routes and ranges by providing energy developers a way to examine project viability and interact with military commands potentially impacted by a project well in advance. This project is intended to provide private companies with the information to inform their decision making before incurring the large expenses associated with land acquisition, permitting, and planning. Enables the Southeast Alabama Regional Planning and Development Commission to engage five counties and three cities in southern Alabama to study incompatible development in the vicinity of Fort Rucker to include new single family housing developments that have been constructed under active flight corridors presenting noise and safety challenges. Additionally, the project will evaluate potential threats that could impact dependable future uninterrupted delivery of energy to the base.

This center, used regularly by military personnel and their families for 60 years, sustained major structural and interior water damage from Hurricane Florence (2018) and is now overburdening on-installation resources. Enables the City of White Hall, Arkansas to complete a Compatible Use Implementation plan that will address transportation limitations, access road enhancements, map overlay zones near Pine Bluff Arsenal; improvements to agency coordination, communication and review processes; improvements to local planning guidance to limit incompatible development or encroachments; and, educational materials to assist the Arsenal and community leaders in making informed decisions.
