Enables the City of Box Elder to plan and design community water, wastewater and other critical infrastructure projects. The planning and design elements will be used to enhance additional housing and commercial developments to address future needs associated with the deployment of the new B-21 Bomber (training and operational wings) to Ellsworth Air Force Base. Enables the Local Redevelopment Authority for Roosevelt Roads, as it awaits transfer of ownership of acreage from the U.S. Navy, to sustain redevelopment activities at the former Naval Station Roosevelt Roads. These activities include establishing a renewable energy micro-grid; planning for the redevelopment of the ferry terminal, waterfront district, and port control building; and initiating planning efforts for an aerospace industrial park. Enables the Horsham Land Redevelopment Authority, as it awaits transfer of ownership of acreage from the U.S. Navy, to manage redevelopment activities at the former Willow Grove Naval Air Station. These activities include preparation of a phased economic development conveyance application, a topographic survey of certain parcels located at the former base, and a conceptual design of roadway extensions which are part of the Redevelopment Plan for roadway and infrastructure improvements. Enables the Columbia Development Authority, following transfer of ownership of acreage from the U.S. Army, to sustain the management of redevelopment efforts at the Umatilla Chemical Depot. This includes professional services to assist in partitioning 4,019 acres to the Confederated Tribes of Umatilla Indian Reservation and master planning for the remaining 5,492 acres. Enables the Pueblo Depot Activity Development Authority, as it awaits transfer of ownership of acreage from the U.S. Army, to sustain the management of redevelopment efforts at the former Pueblo Chemical Depot. This includes environmental support, legal services, audit support, and Economic Development Conveyance negotiations. Fiscal Year 2023 Award

Enables St. Mary's County to conduct an Installation Readiness study with partners to address concerns including transportation access and energy sources. The project includes peer training and a regional forum for collaboration with a single focus on threat management as it supports military operations. Fiscal Year 2023 Award

Enables the Commonwealth Port Authority (CPA) to shift from planning and analysis to ensuring the CPA's capital improvement projects and funding are aligned, planned, designed, and constructed as sound investments that proactively consider the evolving and emerging transportation and cargo transshipment demands (organic, recovery, and military). In addition, the initiative will inform the CPA on the appropriate timing and funding mechanism to ensure the CPA's operational resiliency and responsiveness. Fiscal Year 2023 Award

Enables the Commonwealth of the Northern Mariana Islands (CNMI) to support, facilitate, and sustain effective and responsive communications; integrate the use of relevant subject matter expertise and analytical analysis to explore revitalizing economic conditions on the Islands of Saipan, Tinian and Rota, and assess innovative practices and business protocols to enhance sound decision making by all stakeholders, inclusive of the citizens of the CNMI. The DoD initiatives underscore CNMI's strategic, operational, and tactical value to DoD and the Nation; especially in regard to the National Defense Strategy, the evolving U.S. Indo-Pacific Command Pacific Deterrence Initiative, and the challenging and dynamic geopolitics. Enables the Commonwealth of the Northern Mariana Islands (CNMI) to assess and formulate methods to secure, bolster and enhance the Commonwealth's Information Technology infrastructure that supports and ensures DoD's presence in the CNMI is not adversely impacted, while also enhancing CNMI's initiatives to support infrastructure and socio-economic activities for the Commonwealth. Enables the Office of the Governor to serve as the central clearinghouse on all Federal actions related to the DoD realignments and growth initiatives on the island of Guam to ensure the island's equities are represented and that the Government of Guam is responsive to the highly dynamic, challenging, and pivotal DoD programs.
