Enables the City of Lompoc, in partnership with surrounding communities, Santa Barbara County, Federal and state agencies, and the private space launch community to conduct a comprehensive study to identify mutual vulnerabilities and promote development that is compatible with the Vandenberg AFB training, testing, and operational missions. The study will incorporate concerns related to increasing residential and commercial growth, strains on existing public utilities (e.g. water and power), and increased demand on shared community facilities such as transportation networks. The California Advanced Defense Ecosystem National Consortia Effort, a consortium comprised of community, industry, state agencies, educational institutions, and DoD Manufacturing Institute NextFlex will strengthen the resiliency of the national security innovation and manufacturing base through a series of 15 projects. The organization works with defense manufacturers in the area of microelectronics, space, and 5G; offers support and training to small manufacturers. Fiscal Year 2020 Award

U.S. Air Force Academy, Fort Carson, and the Peterson-Schriever Garrison

Enables the Pikes Peak Area Council of Governments to develop compatible use implementation strategies. The project will continue partnerships with the Air Force Academy, Fort Carson, and the Peterson-Schriever Garrison (Peterson AFB, Cheyenne Mountain AFS, and Schriever AFB) to ensure land uses are compatible with military operations. Deliverables include an Air Force Academy Stormwater Implementation Report, an US 24/Peterson Blvd Interchange Improvements plan, a Schriever Energy Resilience Study, a Wildfire Mitigation Coordination Report, and compatible use implementation actions integrated into local planning documents. Enables Bay County, in partnership with five cities and neighboring Gulf and Franklin Counties, to carry out recommendations from the initial study to develop and adopt Military Influence Areas and Military Influence Overlay Districts to protect Tyndall AFB operations and the Gulf Range Microwave Tower Corridor line of sight into the Gulf of Mexico from vertical obstructions and frequency interference. Enables the City of St. Marys to conduct a housing study to evaluate demographics, growth projections, and the current market. The project is intended to offer recommendations for policies that increase affordable housing options for personnel working at NSB Kings Bay and within the region but also prevents encroachment on the installation. Enables the River Valley Regional Commission, in partnership with eight counties in Georgia and Alabama, to update the implementation components of the 2008 Fort Benning Joint Land Use Study. The study will focus primarily on the west and northwestern boundary of Fort Benning where commercial and residential development is rapidly expanding into rural areas and has potential to negatively impact nighttime training and artillery ranges. The project will incorporate a planning exercise to coach rural communities on options for developing non-regulatory approaches that can ensure sustained compatible development. Enables the Southern Indiana Development Commission to develop recommendations for legislative and regulatory changes to prevent incompatible development of the communities surrounding Grissom ARB, NAS Crane, Atterbury Muscatatuck Training Center, and the Indiana Air Range Complex. The project will develop, adopt and implement a state-wide compatible planning handbook, complete a growth assessment, and will develop a multi-jurisdictional plan to transition the Town of Crane wastewater system to the Greene County Wastewater Treatment Plant.
