Enables the Local Redevelopment Authority for Roosevelt Roads, as it awaits transfer of ownership of acreage from the U.S. Navy, to sustain redevelopment activities at the former NS Roosevelt Roads to include establishing a renewable energy-based micro-grid; planning for the redevelopment of the ferry terminal, waterfront district, and port control building; and initiating planning efforts for an aerospace industrial park. Enables the Douglas School District to undertake planning and design of new public services and infrastructure in order to properly support the current 1,100 military-connected students and build capacity for an increase of 3,000 service members and their families at Ellsworth Air Force Base--retaining airmen and their families assigned to the installation. Enables the Pueblo Depot Activity Development Authority to prepare for the conclusion of the chemical demilitarization mission in December 2023 by evaluating the skills and interests of the impacted workforce and analyzing the reuse potential of Pueblo Chemical Agent-Destruction Pilot Plant with the goal of diversifying the region's economy and retaining a majority of the 2,000 employees. Enables the University of Alabama - Huntsville Office for Operational Excellence to provide modernization assessments to defense suppliers in Mobile, Alabama and the surrounding area to evaluate companies' readiness to apply advanced technologies, identify gaps where these technologies could be utilized, evaluate the potential impact of adding technology, and provide training on technology adoption. At least 25 business participating will receive an introduction to advanced manufacturing and an additional 12 businesses will be provided in depth technical assistance. Enables the California Governor's Office of Planning and Research to assist small and medium-sized defense suppliers to address gaps in cybersecurity practices and meet compliance standards. The project supports businesses with cybersecurity evaluations and training, and expands cybersecurity education and workforce efforts, including cybersecurity internships and externships in coordination with 10 community colleges, and a digital transformation challenge with the Vandenberg Space Force Base, Space Systems Center. Enables the University of Maryland, Baltimore County and MxD Learn, the workforce arm of MxD, to expand a set of courses in cybersecurity for operational manufacturing technology with the intent of helping manufacturers in the DoD supply chain by equipping their workers with the skills to operate advanced manufacturing technology in a secure manner. The project will create a curriculum and train 270 adult learners in Maryland looking to modernize their skills at the intersection of cybersecurity and manufacturing and will focus on developing customized learning plans for manufacturing cybersecurity AI engineers, manufacturing cybersecurity analysts, and cybersecurity systems operators. This project will also establish a virtual operational manufacturing technology cyber-range to provide hands-on experience to adult learners.
