Resources the Office of the Governor of Guam with an Intergovernmental Special Assistant to facilitate coordination of all federal actions to include planning the necessary public infrastructure and services to support growth and mitigate DoD realignment impacts on the Island. The enhanced responsiveness contributes to DoD readiness in the Western Pacific, especially involving the Mariana Island Range Complex, which enables the Military Services to fulfill Title 10 obligations and is responsive to the emerging Pacific Deterrence Initiative. Enables the Guam Waterworks Authority to mitigate the impacts on local infrastructure critical to supporting the relocation of U.S. Marines from Japan to Guam; construction includes three civilian water and wastewater projects to meet the limits required to comply with current National Pollutant Discharge Elimination System permitting and involves the installation of the outfall effluent diffuser to mitigate impacts to marine biological resources. Public Schools on Military Installations

Enables the Geary County Unified School District to remedy the facility condition and capacity deficiencies at Jefferson Elementary School located on Fort Riley. The school is ranked #38 on the Secretary of Defense's Public Schools on Military Installations priority list and contains modernization and new construction for the pre-kindergarten through fifth grade facilities. In 2021, Jefferson Elementary School was projected to serve more than 390 students of which most are military connected. Fiscal Year 2021 Award

Marine Corps Base Camp Pendleton

Enables the City of Oceanside, California to construct a new fire station. The project will enhance installation readiness at Camp Pendleton by replacing the existing 92-year old fire station, which does not meet current seismic standards and is unable to accommodate adequate apparatus to serve the adjacent Marine Corps base. The replacement will enhance the flexibility and redundancy of emergency response resources provided to the installation by the city. Fiscal Year 2021 Award

Enables the United Water Conservation District to construct an iron and manganese treatment facility for three existing Lower Aquifer System wells. This project will enhance installation readiness at NB Ventura County by ensuring reliability of local groundwater supplies and quality of drinking water in times of drought. The project will improve potable water quality for both Port Hueneme and Point Mugu. Fiscal Year 2021 Award

Enables the Western Municipal Water District to build a local groundwater connection (pressure reducing station, metering station, and transmission main) that enhances installation readiness at March ARB by creating a redundant water supply to the base and allowing for any future base mission expansion. Enables the City of Milton to share costs for a main sewer line connection from NAS Whiting Field to a new regional wastewater treatment plant. The project will enhance installation readiness by lessening the vulnerability of water treatment capacity to extreme weather events such as heavy rains, tropical storms, and hurricanes. Enables Escambia County to conduct a study to address concerns related to encroachment and non-compatible uses in the area surrounding Naval Air Station Pensacola to include urban development in proximity to the base, traffic congestion around the base, noise associated with flight operations and testing, and marine environmental habitat. Enables the City of Manhattan to reconstruct the primary runway, add an additional 400 feet of length, and increase load bearing capacity at Manhattan Regional Airport. The project will enhance military value of the adjacent Fort Riley by allowing larger military cargo and charter aircraft to use the runway for mission readiness, deployment, and operational purposes.
