Enables the East Central Florida Regional Planning Council to assess, plan, prioritize and implement military Installation Readiness actions and projects to provide critical services and infrastructure to support Naval Support Activity Orlando, Patrick Space Force Base and Cape Canaveral Space Force Station, as well as remote sites. The study will provide a risk-informed, phased approach to identify and prioritize investments for resilience projects, including transportation and affordable housing components. The results of the study will provide the design for a resilience network as well as prioritization of projects and potential funding sources to ensure improved readiness. Fiscal Year 2023 Award

Enables the City of Key West to develop a Wastewater Treatment Plant Resiliency Plan in support of Naval Air Station Key West. The region is increasingly vulnerable to the compounding hazards and threats posed by sea-level rise, the increasing frequency and magnitude of tropical systems, and recent increases in extreme rainfall. The final plan will provide recommendations for how to replace the outdated facilities with modern, sustainable and storm resilient wastewater treatment infrastructure to sustain the installation mission and supporting community. Enables the Metropolitan Washington Council of Government (MWCOG) to undertake a military Installation Readiness implementation grant with the Washington Navy Yard, Joint Base Anacostia-Bolling, U.S. Naval Research Laboratory, and Fort McNair to advance recommendations from the recently completed Military Installation Readiness Review. MWCOG will develop a Impact Assessment Report including recommendations on threat impacts to the power, water, and telecommunications sectors. As part of the effort, MWCOG will work with stakeholders to develop a Roadmap for Resilience Funding and Solutions; conduct scenario-based workshops to assess capabilities, roles, responsibilities, and identify projects for implementation in the event of a large-scale outage of critical infrastructure; and create a Collaborative Engagement Plan to further the implementation of resilience projects between the District of Columbia government and the military installations. Enables the San Diego Unified Port District to collaborate with Naval Base Coronado, Naval Base Point Loma, and Naval Base San Diego to identify site-specific opportunities for sustainable restoration, enhancement, or retrofitting throughout San Diego Bay to improve the installation's readiness. The project will result in a digital planning tool - San Diego Bay Sustainable Shoreline Atlas - which will identify shoreline vulnerabilities and provide alternative site-specific, ready solutions. The Atlas will enable stakeholders to improve strategic collaboration and partnerships to pursue funding opportunities for the design, construction, and implementation of shoreline projects throughout San Diego Bay that will support mission readiness. Enables the City of San Diego along with Marine Corps Air Station Miramar to explore energy security options to benefit the installation and community jointly. The analysis will identify shared risks, hazards, and vulnerabilities of concern related to supporting the existing, operational microgrid at Marine Corps Air Station Miramar and sustainable usage of the methane produced at the city's Miramar Landfill long after its closure. Community and installation planners will develop a current-state assessment, action plan, and funding plan to support continued cooperative efforts regarding energy infrastructure development activities. This project will conduct outreach and provide advanced manufacturing technical assistance with advanced manufacturing technologies to small and medium manufacturers in the defense supply chain. Additionally, this project will develop a supply chain map of the South Carolina defense industrial base.
