Enables the West Florida Regional Planning Council (aka Emerald Coast Regional Council) and local installations to develop a regional approach that integrates critical military resilience concerns into the strategies, plans, and investments of surrounding municipalities to foster, protect, and create a resilient future that considers the unique contributions of Northwest Florida's military operations. Both the process and resulting products will increase collaboration, identify the responsibilities and capabilities of key stakeholders, and pave the way for joint planning of priority capital improvement projects to benefit the military and residents of Northwest Florida. The action plan that results from this review will guide investments in infrastructure and services to enhance the military mission, achieve facility and infrastructure savings and increase military, civilian, and industrial readiness across the region. Enables the Guam Waterworks Authority to improve the water and wastewater services for northern Guam in order to support the increase in Marine Corps forces at Andersen Air Force Base and Camp Blaz, including refurbishing the sewer interceptor line, upgrading the Northern District Wastewater Treatment Plant and enhancing the Northern Guam Lens Aquifer Monitoring System by adding 7 new wells and rehabilitating 12 existing wells to mitigate impacts to potable water utilities and water resources.
