Enables the Port Authority of Guam to develop a viable modernization plan paramount to sustaining the military'ss operational effectiveness and mission readiness in the Western Pacific Theater. This effort resolves a single point of failure for the Navy's program and further positions the Port Authority of Guam to secure infrastructure funding from a variety of stakeholders. Fiscal Year 2021 Award

Enables the Office of the Governor to serve as the Government of Guam central clearinghouse for all Federal actions that mitigate impacts on the Island associated with DoD realignments, while also sustaining critical legacy missions. The enhanced responsiveness enables the Government of Guam the ability to plan the necessary public infrastructure and services to support growth. The project directly contributes to DoD operations in the Western Pacific, enables the Military Services to fulfill Title 10 readiness obligations, and is responsive to the emerging Pacific Deterrence Initiative. Enables the Jo-Carroll Depot Local Redevelopment Authority to sustain the management of redevelopment efforts at the former Savanna Army Depot to include preparing a redevelopment plan and a homeless accommodation submission specifically for Parcel 20, as well as, all associated environmental analysis, infrastructure analysis, asset database management, and audit. Fiscal Year 2021 Award

Enables the Bluegrass Area Development District, as it awaits transfer of ownership of acreage from the U.S. Army, to sustain the management of redevelopment efforts at the Bluegrass Army Depot to include creating an economic diversification plan with the goal of retaining a majority of the 1,900 employees connected to the chemical demilitarization mission scheduled to come to an end by December 2023. Enables the Commonwealth Port Authority on the Commonwealth of Northern Mariana Islands to plan the necessary public infrastructure and services to support growth. The project ensures capital improvement projects are planned, designed, and constructed as sound investments that proactively take into account the emerging transportation and cargo transshipment demands by the DoD assets to include that of the critical U.S. Pacific Air Forces "Divert" activities and exercises. Enables the Columbia Development Authority, as it awaits transfer of ownership of acreage from the U.S. Army, to sustain the management of redevelopment efforts at the Umatilla Chemical Depot to include maintaining consulting services for assistance in reviewing legal conveyance documents, performing environmental reviews, and conducting liability assessments, infrastructure assessments, and other support associated with the transfer of property and redevelopment planning. Enables the Horsham Land Redevelopment Authority, as it awaits transfer of ownership of acreage from the U.S. Navy, to manage redevelopment activities at the former NAS Willow Grove to include oversight of master development planning to revitalize the site once contamination and clean up concerns are resolved. Enables the Local Redevelopment Authority for Roosevelt Roads, as it awaits transfer of ownership of acreage from the U.S. Navy, to sustain redevelopment activities at the former NS Roosevelt Roads to include establishing a plan for a renewable energy-based micro-grid; planning for the development of the ferry terminal, waterfront district, and port control building; and initiating planning efforts for an aerospace industrial park. Enables the South Sound Military and Community Partnership to develop a comprehensive Growth Coordination Plan to better synchronize independent planning efforts linked to transportation, public infrastructure, public services, employment, workforce development, education, housing, health care services, and child care services.
