Military Installations in New Mexico

Enables the New Mexico Office of Military Base Planning and Support to update the New Mexico Energy Map Tool and conduct outreach to educate and train stakeholders on the tool. The New Mexico Energy Map Tool is a state-wide comprehensive assessment of land use for energy projects and identifies potential compatibility issues with vital training, testing, and other military missions. With this tool, New Mexico state and local government entities, and renewable energy developers can proactively work with the military bases to plan for future development, and collaborate with installations and local governments to eliminate areas of incompatibility. Nellis Air Force Base and Creech Air Force Base

Enables Clark County to carry out recommendations from the initial study to include developing a Drone Hazard Map and Drone Hazard Plan for areas within the Nellis Air Force Base and Creech Air Force Base mission footprint; developing a model drone hazard ordinance that can be leveraged by local jurisdictions; and, creating a 3-D Geographic Information System to be leveraged by all stakeholder jurisdictions to ensure more comprehensive compatible use planning involving noise, vertical obstructions, and alternative project siting. Wright-Patterson Air Force Base

Enables the City of Fairborn, in partnership with the Wright-Patterson Region Council of Governments, the Cities of Beavercreek, Dayton, Fairborn, Huber Heights and Riverside, and the Counties of Greene and Montgomery, to study incompatible development in the vicinity Wright-Patterson Air Force Base to include use of land, airspace, and electromagnetic spectrum. The project will also produce an energy and water security threat assessment as well as a storm water and flood water management assessment that incorporates the base as a stakeholder. Joint Base San Antonio and Martindale Army Airfield

Enables the Alamo Area Council of Governments to implement recommended strategies identified in the 2020 Joint Base San Antonio (JBSA) Regional Compatible Use Plan. The project will add zoning protections, develop tools to enable more effective coordination between four military installations, Martindale Army Airfield, four counties, and 28 surrounding municipal jurisdictions; address dark sky compliance; and, address future unmanned aerial systems all with the goal of sustaining the various JBSA missions. Enables Val Verde County, in partnership with local jurisdictions, to update the previous 2008 Laughlin Air Force Base Joint Land Use Study. The updated study will focus primarily on development within the accident potential zone; establish a vertical obstruction influence area; and incorporate the base as a stakeholder in addressing vulnerabilities to local potable water infrastructure. Enables the San Diego Association of Governments to develop the necessary conceptual designs, cost estimates, and any policies needed for transportation infrastructure improvements involving three targeted access corridors (Pacific Highway, Harbor Drive, and State Route 75) to Naval Bases Point Loma, San Diego and Coronado previously identified during the initial study as being threatened by storm surge, sea-level rise, and traffic congestion.
