Enables the South Florida Regional Planning Council, in partnership with three counties and eight municipalities, to conduct a resilience study that analyzes risks to critical infrastructure due to flooding and extreme weather involving the surrounding localities that support the continued mission readiness of NAS Key West, Homestead ARB, U.S. Army Garrison Miami, and the Naval Surface Warfare Center South Florida Measurement Facility. Enables the Tampa Bay Regional Planning Council, in partnership with the City of Tampa, to conduct a resilience study that analyzes energy, water, and waste water vulnerabilities; transportation limitations; as well as the impact on associated critical infrastructure and services with the goal to create an action plan that supports the continued mission readiness of MacDill Air Force Base. Enables Charles County, in partnership with the University of Maryland and the Town of Indian Head, to conduct a resilience study that analyzes the impacts of extreme weather events on local critical infrastructure and services with the goal to create an action plan that supports the continued mission readiness of Naval Support Facility Indian Head. Enables Grand Forks County, in partnership with the University of North Dakota, the City of Grand Forks, Grand Forks Region Economic Development Corporation, and others, to conduct a resilience study that analyzes energy vulnerabilities, transportation limitations, as well as the impact on associated critical infrastructure and services with the goal to create an action plan that supports the continued mission readiness of Grand Forks Air Force Base. Enables the County of Wasco, in coordination with local jurisdictions, other stakeholders, and the State of Oregon, to conduct a study with the intent to create an overlay zone of military airspace with established criteria and notification requirements involving applications for alternative project siting. The project supports the continued mission readiness of Naval Weapons Systems Training Facility Boardman and the Northwest Training Range Complex. Fiscal Year 2021 Award

Enables the Hampton Roads Planning District Commission, including representation from ten cities, six counties, and one town, to conduct a resilience study that analyzes risks to critical infrastructure due to flooding, extreme weather, and sea-level rise involving the surrounding localities that support the continued mission readiness of JEB Little Creek-Fort Story, NAS Oceana, NS Norfolk, and NSA Hampton Roads. Enables the Hampton Roads Planning District Commission to install a Regional Roadway Flooding Sensor Network that will provide real-time information on roadway flooding to commuters in order to avoid traffic congestion caused by flooded roads. This project will benefit the local military workforce by alerting them to the presence of flooding on roadways near the installations allowing alternative traffic routing to and from JB Langley-Eustis, JEB Little Creek-Fort Story, NAS Oceana, NS Norfolk, NSA Hampton Roads, NWS Yorktown, and Norfolk Naval Shipyard. Enables the City of Hampton to carry out a recommendation from the prior Joint Land Use Study to conduct a West JBLE-Langley Entry Control Facility Stormwater and Environmental Study encompassing all necessary planning for a new base entry gate along Commander Shepard Blvd that is capable of withstanding recurring storm surges. Enables the Northern Virginia Regional Commission, in partnership with member jurisdictions and the Commonwealth of Virginia, to conduct a resilience study that analyzes energy, water, and waste water vulnerabilities; transportation limitations; as well as the impact on associated critical infrastructure and emergency services with the goal to create an action plan that supports the continued mission readiness of Fort Belvoir, Joint Base Myer-Henderson Hall, and Marine Corps Base Quantico. Enables the Office of the Governor to oversee the planning, programming, design, construction, equipping, and commissioning of a Guam Public Health Laboratory, with Biosafety Level 2/3 analytical testing capability, which is responsive to and complies with the U.S. Navy's August 2015 Supplemental Environmental Impact Statement Record of Decision.
