Enables the Oak Harbor Public Schools to plan the necessary public infrastructure and services to support growth at Naval Air Station Whidbey Island. The project includes feasibility and preliminary design studies needed to finalize capital improvement plans, refine scopes, and secure future funding to address the condition and capacity deficiencies at five schools and related transportation concerns. Enables the Office for Operational Excellence at the University of Alabama in Huntsville to enhance the supply chain for DoD by assisting small and medium size companies with cybersecurity compliance to include compliance with DFARS 252.204-7012/NIST 800-171 security control requirements and DoD's new Cybersecurity Maturity Model Certification published in 2020. Activities involve individual company assessments and gap reports and then completes system security plans for select companies. Enables the Governor's Office of Planning and Research, together with the Governor's Military Council and the California Research Bureau, to facilitate a comprehensive, statewide Economic Impact Study measuring the total economic impact of federal investment on California's economy. The study analyzes data to measure the financial impacts of defense spending on supply chains, research hubs, military hospitals, tourism, employment, and other factors that contribute to California's economy. Enables the Maryland Department of Commerce, in partnership with Maryland Manufacturing Extension Partnership, to provide outreach and technical assistance to Maryland defense businesses who need to meet the DoD cyber security standards. The program will provide four educational workshops, will assess 30 companies for compliance, and provides technical assistance and mitigation to 20 companies to resolve issues identified during their cyber security assessment.
