Enables the Riverbank Local Redevelopment Authority, as it awaits transfer of ownership of acreage from the U.S. Army, to sustain redevelopment and environmental remediation efforts at the former Riverbank Army Ammunition Plant to include supporting the use of a Finding of Suitability for Early Transfer and Covenant Deferral which requires coordination and concurrence by the California Governor. Enables the Pueblo Depot Activity Development Authority, as it awaits transfer of ownership of acreage from the U.S. Army, to continue oversight associated with the redevelopment of the Pueblo Chemical Depot to include environmental support, Economic Development Conveyance negotiations, legal, audit, and records management services. Fiscal Year 2020 Award

Enables the Central Savannah River Area Regional Commission to plan the necessary public infrastructure and services to support growth resulting from increased activity and personnel at Fort Gordon. Anticipated growth at the installation is the result of the consolidation of eight separate facilities in the Virginia, Maryland, and the Washington, D.C. area, which will be moved to Fort Gordon in 2023, thereby increasing personnel by 4,300. Enables the Office of the Governor to sustain operations in the Governor's office by serving as the central clearinghouse for all federal actions that mitigate impacts on the Island. This enhanced responsiveness also enables the ability to plan the necessary public infrastructure and services to support growth. The project directly contributes to DoD operations in the Western Pacific, which enables the Military Services to fulfill Title 10 readiness obligations and is responsive to the emerging Pacific Deterrence Initiative. Fiscal Year 2021=0 Award

Enables the Port of Guam to plan the necessary public infrastructure and services to support growth to include ensuring that the Port's Capital Improvement Projects are designed and constructed soundly and account for DoD needs in the region. The project supports the increased cargo throughput that is critical to the relocation of U.S. Marines from Japan to Guam while sustaining critical legacy missions. The project further enables the transshipment functions for all the surrounding islands inclusive of the Commonwealth of the Northern Mariana Islands. Fiscal Year 2020 Award

Resources the Office of the Governor of Guam with an Intergovernmental Special Assistant to facilitate coordination of all federal actions to include planning the necessary public infrastructure and services to support growth and mitigate DoD realignment impacts on the Island. The enhanced responsiveness contributes to DoD readiness in the Western Pacific, especially involving the Mariana Island Range Complex, which enables the Military Services to fulfill Title 10 obligations and is responsive to the emerging Pacific Deterrence Initiative. Resources Montgomery County with a coordinator to plan the necessary public infrastructure to support growth at the Walter Reed National Military Medical Center as a result of BRAC 2005. The position manages grant funds, performs intra- and inter-governmental coordination involving five transportation improvement projects, and serves as liaison to numerous surrounding communities. The projects provide safer and faster access for staff, patients and visitors accessing the medical center. Fiscal Year 2020 Award

Enables the Commonwealth Port Authority on the Commonwealth of Northern Mariana Islands to plan the necessary public infrastructure and services to support growth. The project ensures capital improvement projects are planned, designed, and constructed as sound investments that proactively take into account the emerging transportation and cargo transshipment demands by the DoD assets to include that of critical U.S. Pacific Air Forces "Divert" activities and exercises. Enables the Columbia Development Authority, as it awaits transfer of ownership of acreage from the U.S. Army, to continue operating and sustain redevelopment planning, legal support, and environmental assessment efforts at the former Umatilla Army Depot. Fiscal Year 2020 Award

Enables the Horsham Land Redevelopment Authority, as it awaits transfer of ownership of acreage from the U.S. Navy, to manage redevelopment activities at the former Willow Grove Naval Air Station to include oversight of master development planning to revitalize the site contamination and clean up concerns are resolved.
