Enables the Central Savannah River Area Regional Commission to plan the necessary public infrastructure and services to support growth resulting from increased activity and personnel at Fort Gordon. Anticipated growth at the installation is the result of the consolidation of eight separate facilities in the Virginia, Maryland, and the Washington, D.C. area, which will be moved to Fort Gordon in 2023, thereby increasing personnel by 4,300. Enables the Port of Guam to plan the necessary public infrastructure and services to support growth to include ensuring that the Port's Capital Improvement Projects are designed and constructed soundly and account for DoD needs in the region. The project supports the increased cargo throughput that is critical to the relocation of U.S. Marines from Japan to Guam while sustaining critical legacy missions.
