Enables Trumbull County to complete a study that identifies compatibility concerns and preserves the operational capabilities of Youngstown Air Reserve Station. The study intends to focus on the impact of ambient lighting to nighttime flight training; a feasibility study for the relocation of Mathews High School; a storm water assessment involving King Graves Road; and the drafting of legislation that would allow local governments the zoning authority to regulate agricultural structures in the clear zone and amend building code to require sound attenuation measures. The implementation effort focuses on the top priorities from the previous study to include addressing sound attenuation concerns; designating secure air space for unmanned aircraft systems; and providing relief of traffic congestion for base access.
