Enables the Flint Hills Regional Council in partnership with 11 jurisdictions surrounding Fort Riley to conduct a compatible use study that reviews existing land use regulations, infrastructure, power reliability, and wind turbine legislation. The effort will also include a transportation study and a housing study specific to Junction City. Fiscal Year 2020 Award

Enables the Maryland Department of Commerce to guide compatible development by producing applicable mapping tools; procedures for jurisdiction coordination; a compatible land use guidebook; and a website for making land use decisions. The effort will also assess potential legislation regarding land use that supports long-term sustainability of military operations throughout the state. Fiscal Year 2020 Award

Enables the Town of Kittery to implement recommendations from a recent joint land use study to mitigate impacts to operations at Portsmouth Naval Shipyard to include managing the flow of workers to and from the shipyard, and studying the expansion of housing options within a reasonable commute of the base. Enables the Northeast Michigan Council of Governments to implement prioritized recommendations from a recent joint land use study to mitigate encroachment at Camp Grayling Joint Maneuver Training Center and the Alpena Combat Readiness Training Center to include establishing an enduring communication and outreach program; creating military overlay zones; and updating the Grayling Area Transportation Study. Enables the Meridian Airport Authority to refine a study designed to reduce bird aircraft strike hazards at Naval Air Station Meridian. The study focuses primarily on vultures and involves tagging, blood analysis, telemetry documentation, and 3-D mapping. Fiscal Year 2020 Award

Enables Monmouth County, in partnership with five municipalities, to implement specific recommendations from a recent joint land use study involving Naval Weapons Station Earle which involve leveraging the reuse of Navy channel-maintenance dredge materials at five coastal areas to protect the base and conduct deeper review of specific areas in need of additional and/or modified zoning restrictions. Enables Trumbull County to complete a study that identifies compatibility concerns and preserves the operational capabilities of Youngstown Air Reserve Station. The study intends to focus on the impact of ambient lighting to nighttime flight training; a feasibility study for the relocation of Mathews High School; a storm water assessment involving King Graves Road; and the drafting of legislation that would allow local governments the zoning authority to regulate agricultural structures in the clear zone and amend building code to require sound attenuation measures. Enables the Alamo Area Council of Governments to refine a compatible use study for the wider Joint Base San Antonio footprint to include the addition of Martindale Army Airfield and completing a comprehensive plan specific to operations at Kelly Field. The study intends to identify existing and future potential encroachment concerns as well as develop a strategy to mitigate those that threaten sustained military operations at these locations. Enables the City of Abilene to implement prioritized recommendations from a recent compatible use study involving Dyess Air Force Base. The project focuses on zoning ordinances specific to accident potential zones; establishing a GIS database for use by all local governments; and developing outreach and educational materials related to height restrictions, noise contours, and potential impacts by wildlife. Enables the North Central Texas Council of Governments to promote local planning and encroachment protection for the benefit of Naval Air Station Fort Worth, Dallas Army Aviation Support Facility, Fort Wolters, Camp Maxey, and the Eagle Mountain Training Center. The implementation effort focuses on the top priorities from the previous study to include addressing sound attenuation concerns; designating secure air space for unmanned aircraft systems; and providing relief of traffic congestion for base access.
