Enables the Top of Alabama Regional Council of Governments to complete implementation actions such as: developing 3-D models and height hazard maps to guide development decisions around Redstone Army Airfield's current accident potential zones; updating local maps; amending zoning ordinances and updating building codes to consider noise, safety, and vertical obstruction areas surrounding the Arsenal; and, implementing better coordination, communication, and public outreach. Enables the City of Sierra Vista to study the utilization of land, airspace, and electromagnetic spectrum for the area surrounding the Buffalo Soldier Electronic Test Range and associated airspace managed by Libby Army Airfield. The study is intended to identify conflicts between ongoing military missions and local and regional stakeholders as well as provide actionable items for the local and state government that ensure military operations at Fort Huachuca are sustainable. Ensures Coconino County, the City of Flagstaff, and other stakeholders utilize land in a manner that is compatible with military operations at U.S. Naval Observatory Flagstaff Station and Camp Navajo and specifically seeks ways to reduce operational impacts at those installations due to wildfires, encroachment from urban development, frequency spectrum encroachment, and light pollution that hinders night time training. Fiscal Year 2020 Award

Enables Riverside County, in partnership with the Riverside County Airport Land Use Commission, to update the existing land use plans involving the communities surrounding March Air Reserve Base to include responding to: pressure for expanding private development due to an increasing population; increased flooding due to a rising groundwater table; and a landscaping analysis to address bird airstrike hazard concerns. Enables the Southeast Connecticut Council of Governments to develop a strategic plan to manage the demand of existing and future parking resources within the City of Groton in response to an additional 7,000 workers to the local area to support submarine construction at SUBBASE New London. Fiscal Year 2020 Award

Enables the Delaware Department of Transportation, in partnership with Kent County, the Dover/Kent County Metropolitan Planning Organization, the City of Dover, and other affected municipalities and the State of Delaware to conduct a compatible use study that will look at preserving long term sustainability of military operations at Dover Air Force Base. The study will involve growing requirements of the civil air terminal; local desires to expand the Kent County Industrial Park; incompatible development in the runway clear zones; and a need to redevelop a local borrow pit with potential to create bird aircraft strike hazards. Enables the Central Florida Regional Planning Council, in partnership with seven affected local governments, to update a compatible use plan that prioritizes implementation measures such as a website and proposed zoning maps to address increased concerns regarding incompatible civilian development surrounding Avon Park Air Force Range. Fiscal Year 2020 Award

Enables Escambia County to conduct a study to address concerns related to encroachment and non-compatible uses in the area surrounding Naval Air Station Pensacola to include urban development in proximity to the base, traffic congestion around the base, noise associated with flight operations and testing, and marine environmental habitat. Enables the Central Savannah River Area Regional Commission to update an outdated compatible use plan to include implementation measures to mitigate impacts to military training on Fort Gordon. The plan focuses heavily on concerns related to night sky preservation and noise mitigation concerns caused by increased civilian development. Fiscal Year 2020 Award

Enables the Middle Georgia Regional Commission, in partnership with four counties and seven cities, to conduct a compatible use study involving the area surrounding Robins Air Force Base. The study primarily focuses on land use, transportation network, airspace, security, and environmental and cultural resources. Fiscal Year 2020 Award
