Renovates outdoor athletic facilities to include repairing the turf fields, upgrading the dugouts, and resurfacing the track. The project enables Fort Irwin-based school and youth sports programs to practice and host home sports competitions on safe playable surfaces. Fort Irwin is one of three locations designated by the Army as having significant quality of life challenges. Fiscal Year 2020 Award

Renovates existing facilities to establish a pre-kindergarden-8th grade charter school to support military families assigned to Joint Base Anacostia-Bolling that currently select home-schooling or long bus rides over enrolling their children in local schools. Constructs a gymnasium, basketball court/performing hall, weight room, squash court, emergency shelter, and three multipurpose rooms. The project provides an off-installation resource/shelter that currently does not exist; directly benefits all active component Navy, Air Force, and Marine Corps personnel/families residing off-installation; and provides overcrowding relief for on-installation resources. Installs new carpet in 43 classrooms, replaces floor tile for 11 rooms, conducts asbestos abatement, and paints the following schools: East Elementary School, North Elementary School, West Elementary School, Hacker Middle School, and Mountain Home Junior High School. The project significantly enhances the educational environment for all military-connected students at these schools which represents the only local public school option for on-base students in grades 5-12. Renovates/modernizes an off-post childcare facility to provide additional classroom space. Improves utility infrastructure (water main relocation, fire hydrants, valve boxes, and power utility poles) in support of life, health, and safety for service members rotating on/off the island of Tinian. Further improves community-based emergency management at this remote location. Constructs an indoor lap pool, therapeutic pool, recreational pool, fitness area, gym, child care, and classrooms for the only Northern Tier base without access to a public indoor pool. Constructs a full size gymnasium, multi-purpose space for cultural arts and youth support programs. This center, used regularly by military personnel and their families for 60 years, sustained major structural and interior water damage from Hurricane Florence (2018) and is now overburdening on-installation resources. Constructs a Children's Discovery Center featuring Science, Technology, Engineering, Arts, and Math (STEAM). The closest similar facility is located 300 miles away in Manitoba, Canada. The project meets the needs of military families in a remote/rural location by providing interactive exhibits, enrichment opportunities, engaging interactions, and quality programs encouraging parent involvement in child development. Fiscal Year 2020 Award
