Enables the Gulf Regional Planning Commission to carry out select implementation recommendations from two separate prior studies involving Naval Construction Battalion Center Gulfport and Keesler Air Force Base which includes: establishing a Military Overlay Districts tool for zoning and land use controls that protect military operations; establishing secure flight corridors for unmanned aircraft systems; conducting a regional housing assessment in support of military personnel; and conducting a resiliency assessment that specifically benefits operations on Keesler Air Force Base in response to natural disaster. Enables Orange County to conduct a study that identifies vulnerabilities and mitigation strategies associated with an aging energy infrastructure--with increasing outages--providing power to the U.S. Military Academy West Point. Fiscal Year 2020 Award

Enables the Development Authority of the North Country to conduct a water line assessment and develop a business plan for the 11-mile water line that feeds Fort Drum. Fiscal Year 2020 Award

Enables the City of Newport to conduct a resilience study and provide mitigation strategies to address increasing concerns related to storms and flooding impacting Naval Station Newport and the local community areas that enable operations to occur on the base. Fiscal Year 2020 Award

Enables the Lowcountry Council of Governments to conduct a resiliency study involving frequent flooding that impacts operations at Marine Corps Air Station Beaufort, Marine Corps Recruit Depot Parris Island, and the surrounding communities with the goal to prioritize mitigation strategies related to regional water, sewer, electric, and transportation infrastructure. Enables the City of Hampton to conduct a resiliency study involving storm surge, tidal action, and water runoff that impact operations on Joint Base Langley-Eustis, Langley Air Force Base, and the surrounding community with the goal of prioritizing mitigation strategies to include developing a transportation plan that is responsive to emergency events. Enables the Guam Waterworks Authority to mitigate the impacts on local infrastructure critical to supporting the relocation of U.S. Marines from Japan to Guam; construction includes three civilian water and wastewater projects to meet the limits required to comply with current National Pollutant Discharge Elimination System permitting and involves the installation of the outfall effluent diffuser to mitigate impacts to marine biological resources. Enables the Muroc Joint Unified School District to address capacity and condition deficiencies at Desert Jr./Sr. High School at Edwards Air Force Base, California. The School is ranked #31 on the Secretary of Defense's Public Schools on Military Installationspriority list and combines modernization and new construction for the seventh through twelfth grade facilities. The renovated school campus better serves the education needs of up to 720 students of which most are military connected. Fiscal Year 2020 Award

Enables the Anne Arundel County Board of Education to address capacity and condition concerns at Meade High School on Fort Meade, Maryland. Meade High School is ranked as #30 on the Secretary of Defense's Public Schools on Military Installationspriority list and combines modernization and new construction. In 2020, Meade High School was projected to serve more than 2,000 students of which over 600 are military connected. Fiscal Year 2020 Award

Constructs an Emergency Medical Services substation to enhance life, health, and safety by reducing the medical response time to reach Soldiers/Families residing on Fort Huachuca. The project enhances the existing Inter-Governmental Support Agreement which is the sole provider of ambulance service to the installation. Fiscal Year 2020 Award
