Enables the University of Tennessee Center for Industrial Services and the Tennessee Manufacturing Extension Partnership to identify 250 small and mid-sized defense firms, align them with cybersecurity resources to assess compliance and provide technical assistance to at least 8 companies to mitigate any compliance gaps. The project will also engage companies in conversations about how they could further modernize and diversify their business lines. Enables the State of Vermont to continue work across six states in the New England region to increase awareness of Industry 4.0 technologies and explore the barriers and solutions for SMEs to adopt the technologies in the New England region, support development of a communication plan to increase feedback loops and impact within the ecosystem, and introduce a regional workforce program to address challenges in creating a unified regional training and career pathway in advanced manufacturing. Enables the City of Jacksonville to address nine implementation recommendations from the Compatible Use Study completed in early 2021 to include, but not limited to, creating a GIS system with vertical height, electronic spectrum, and noise layers that can be used by local jurisdictions for future zoning and ordnance decisions with the intent to protect the missions of Little Rock Air Force Base, which includes DoD's largest international flight-training program focused on training C-130 aircrew members from the DoD, Coast Guard, and 47 allied nations. Enables the Lincoln Trail Area Development District (LTADD) to address potential encroachment at Fort Knox from residential and commercial development near the installation, especially military training areas. From the 2022 Compatible Use Study implementation strategy, LTADD is creating a policy toolbox to implement planning and siting control mechanisms, conducting a housing study to identify needs and gaps, and pursuing natural resource conservation opportunities for local and regional buffers. In addition, LTADD is evaluating the risks and hazards of land use changes to inform decision-making and avoid curtailment of operations. Fiscal Year 2022 Award

Enables the Town of Kittery to implement strategies developed in a recent Compatible Use study to mitigate impacts to operations at Portsmouth Naval Shipyard to include managing the flow of workers to and from the shipyard, and studying the expansion of housing options within a reasonable commute of the base. Greater coordination of off-base transportation and housing development options will improve the recruitment and retention of a new generation of highly skilled shipyard workers. Enables the Regional Transportation Commission of Southern Nevada to conduct a transportation study to analyze existing and projected traffic conditions in response to current and anticipated population and industrial growth in the area surrounding and supporting Nellis Air Force Base. As a follow-on to the 2021 Nellis Complex Compatible Use Plan, this transportation study focuses on projects, transportation services, travel demand management opportunities, and regional policies, which are prioritized through an implementation plan and have a direct benefit to Nellis Air Force Base and the surrounding communities. Enables the Development Authority of the North Country, NY, to engage an engineering firm for design and bidding services associated with the Fort Drum Water Line Pipeline Replacement Project, which was recommended by a prior OLDCC-supported physical analysis and assessment of the line. Enables Orange County to conduct an energy transmission infrastructure study to identify vulnerabilities and mitigation strategies for the current aging transmission line, lacking in capacity for projected needs. An action plan will assess the costs and benefits of additional routings and generation options for the line, improved transmission capacity and micro-gridding options to support the continued mission readiness of U.S. Military Academy West Point.
