Enables Ocean County, in partnership with Ocean and Burlington Counties, to review accomplishments and update the implementation components of the previous 2009 JB McGuire-Dix-Lakehurst Joint Land Use Study. The study will focus on impacts to the base's training areas, ranges, and airspace due to increased commercial and residential development as well as produce an energy supply assessment that incorporates the base as a stakeholder. Enables the New Mexico Economic Development Department, in partnership with New Mexico Cybersecurity Center of Excellence and the New Mexico Manufacturing Extension Partnership, to conduct a Photonics Industry Cybersecurity Gap Analysis--within the defense supply chain--related to DoD's new Cybersecurity Maturity Model Certification published in 2020. Nellis Air Force Base and Creech Air Force Base

Enables Clark County to carry out recommendations from the initial study to include developing a Drone Hazard Map and Drone Hazard Plan for areas within the Nellis AFB and Creech AFB mission footprint; developing a model drone hazard ordinance that can be leveraged by local jurisdictions; and, creating a 3-D Geographic Information System to be leveraged by all stakeholder jurisdictions to ensure more comprehensive compatible use planning involving noise, vertical obstructions, and alternative energy project siting. Enables the City of Fairborn, in partnership with the Wright-Patterson Region Council of Governments, the Cities of Beavercreek, Dayton, Fairborn, Huber Heights and Riverside, and the Counties of Greene and Montgomery, to study incompatible development in the vicinity Wright-Patterson AFB to include use of land, airspace, and electromagnetic spectrum. The project will also produce an energy and water security threat assessment as well as a storm water and flood water management assessment that incorporates the base as a stakeholder. Enables the Alamo Area Council of Governments to refine a compatible use study for the wider Joint Base San Antonio footprint to include the addition of Martindale Army Airfield and completing a comprehensive plan specific to operations at Kelly Field. The study intends to identify existing and future potential encroachment concerns as well as develop a strategy to mitigate those that threaten sustained military operations at these locations. Enables Val Verde County, in partnership with local jurisdictions, to update the previous 2008 Laughlin AFB Joint Land Use Study. The updated study will focus primarily on development within the accident potential zone; establish a vertical obstruction influence area; and incorporate the base as a stakeholder in addressing vulnerabilities to local potable water infrastructure. Assesses vulnerabilities such as sea level rise, wildfires, and transportation systems to include potential impacts on mission readiness and mitigation strategies to address these vulnerabilities.
