Enables the Wisconsin Department of Military Affairs to work with Dane County Regional Airport on a noise mitigation feasibility study and develop a community outreach plan in response to the arrival of the F-35A at Truax Field Air National Guard Base. The study endeavors to bring the community and military together to collectively manage compatible use issues related to noise and proactively address impacts through education and best planning practices. Enables the City of National City to assess the feasibility of the 8th Street Mobility Hub concept and evaluate additional pedestrian, bicycle, and Neighborhood Electric Vehicle shuttle connections to existing and proposed entry control points to improve parking capacity and commuter accessibility to Naval Base San Diego. The study will leverage existing planning efforts and conduct condition modeling to assess key transportation challenges comprehensively. Fiscal Year 2022 Award

Enables the West Florida Regional Planning Council (aka Emerald Coast Regional Council) and local installations to develop a regional approach that integrates critical military resilience concerns into the strategies, plans, and investments of surrounding municipalities to foster, protect, and create a resilient future that considers the unique contributions of Northwest Florida's military operations. Both the process and resulting products will increase collaboration, identify the responsibilities and capabilities of key stakeholders, and pave the way for joint planning of priority capital improvement projects to benefit the military and residents of Northwest Florida. The action plan that results from this review will guide investments in infrastructure and services to enhance the military mission, achieve facility and infrastructure savings and increase military, civilian, and industrial readiness across the region. Mountain Home Air Force Base

Enables the City of Mountain Home, Idaho, to construct an additional drinking water well and associated infrastructure including roadway and stormwater improvements. The project supports Mountain Home Air Force Base by expanding development opportunities for housing and support infrastructure for mission personnel. Installation personnel currently experience challenges locating housing in close proximity to the installation and are commuting long distances and paying higher costs for transportation and a place to live. Enables the El Paso Water Utilities Public Service Board to undertake a $25,400,000 project to replace the McCombs Wells aging 30-inch diameter water collector line which provides 100 percent of the McGregor Ranges water supply at Fort Bliss. Enables the City of San Angelo to undertake a waterline design to support the continued mission readiness of Goodfellow Air Force Base. Enables the Alaska Energy Authority to undertake a project to extend electric service approximately thirty-four miles to the remote Black Rapids Training Site, where presently diesel generators provide the sole source of electrical power. The project expands access to training assets by accommodating greater training rotations with more personnel and equipment; thus enabling a higher state of readiness where cold weather and mountain warfare tactics and techniques are needed. Enables the Municipality of Anchorage to undertake a project to construct a Port of Alaska micro-grid, battery and electrical infrastructure project. The project constructs a microgrid to provide reliable, redundant energy for Port of Alaska and Joint-Base Elmendorf-Richardson, and will enable the Port and specific installation facilities to island from the utility provider power grid during major grid outages in order to maintain operational capability.
