Enables the City of Abilene to conduct an assessment of the effects from extreme weather events on off-post infrastructure that could impact the mission readiness of Dyess Air Force Base. This effort supports the Secretary of War's priorities by ensuring the lethality of the installation, as one of only two B-1 Lancer strategic bombardment wings, to deliver massive quantities of precision and non-precision weapons against any adversary, anywhere in the world, at any time.

Enables the Wisconsin Department of Military Affairs to undertake the installation of noise mitigating insulation in approximately 8 residences within Madison, Wisconsin impacted by fixed-wing military aviation noise from Truax Field Air National Guard Base. The project will significantly reduce the noise impact on the affected homes and potentially lessen deviations to military training routes, due to noise, that are utilized by the 115th Fighter Wing, which transitioned to the F-35A in April of 2023, supporting SECDEF priority of ensuring the readiness and lethality or our warfighter and installations.
