Enables the University of South Carolina, Beaufort to develop a strategic plan to establish a formal regional cybersecurity ecosystem. The plan includes securing Center of Academic Excellence status for the University of South Carolina, Beaufort and the Technical College of the Lowcountry. Together, the colleges will recruit qualified faculty; develop curriculum; and identify supporting infrastructure requirements. The grant will assist in incubating small cyber and technical businesses and provide transitioning military personnel with opportunities for education and work in the Beaufort region. Enables the North Central Texas Council of Governments to ensure workforce capabilities keep pace with modernization needs within the aviation, aerospace, and defense industries. The project will develop future curriculums to drive appropriate degrees, certificates, or internship programs within existing educational institutions; expedite workers into the pipeline that possess job-ready skills; and deliver training programs to upskill or reskill current workers and new hires in those industries. Enables Texas A&M University, Central Texas, to initiate planning for the creation of a University Research Park in Killeen, TX, intended to accelerate the Army's modernization efforts and increase talent development and entrepreneurial pathways. The research park will facilitate collaboration between university researchers, the private sector, and military entities such as the U.S. Army Operational Test Command and Army Futures Command and provide space for incubators to advance innovation driven skill sets. This project stimulates cooperation between statewide and local adjustment and diversification efforts making the industrial base more responsive to fluctuations in defense spending. Enables the University of Utah to expand metal additive manufacturing capabilities (e.g., 3D printing) leveraging an intelligent cloud-based database produced during previous efforts. This project will connect Utah manufacturers to world-class additive manufacturing research; increase awareness for the technical and business aspects of metal additive manufacturing processes; and, package a workforce education program into a standalone, off-the-shelf service that can be leveraged by the Manufacturing Extension Partnership National Network to shorten product development cycles and bring defense technology to non-Defense related markets. Enables the State of Virginia to continue previous cybersecurity assistance efforts and improve Maritime Industrial Base Ecosystem (MIBE) cluster building. The project will help 85 additional businesses assess their level of cybersecurity compliance, develop a plan to address vulnerabilities, and prepare for a successful Cybersecurity Maturity Model Certification audit. The project will also initiate regional collaboration to better align workforce training and certification programs to support the Navy's most critical ship production programs, the Virginia and Columbia Class submarine programs. Enables the City of Lompoc, in partnership with surrounding communities, Santa Barbara County, Federal and state agencies, and the private space launch community to conduct a comprehensive study to identify mutual vulnerabilities and promote development that is compatible with the Vandenberg Air Force Base training, testing, and operational missions. The study will incorporate concerns related to increasing residential and commercial growth, strains on existing public utilities (e.g. water and power), and increased demand on shared community facilities such as transportation networks.
